Characterizes of Public Enterprises

Government Ownership: – Public Enterprise should be Managed or Owned by the Government, I t may be wholly or partly by the State, Central or any local Body.

Public Accountability: – The public Enterprise funds are provided from the Public Exchequer, hence activity should taken by the Ministry, government Bodies or Parliament bodies.

Constituent of Political and Administrative Structure:- The Establishment and accountability of Public Enterprise is a Political Decision and operations are controlled.

Public purpose:- The Public Enterprise are established by a specific line of activity of manufacture and controlled by the government.

Autonomous Function: – In spite of government linked plan the Public Enterprise is providing sufficient autonomy to manage their affairs in their own ways.

Commercial Public Enterprise:- These enterprises are not involved in the producing of any product or service.
Manufacturing Public Enterprises:- Majority of the Public Enterprise can be put in this category. They produce capital as well as consumer good’s they provide Infrastructural Facilities to engaged in the Manufacture of :- STEEL, OIL, MACHINERY, CHEMICALS, FERTILIZERS, ENGINEERING EQUIPMENT, TRANSPORTATION EQUIPMENTS, MINERALS ETC.

FINANCIAL PUBLIC ENTERPRISE: – these units are Government owned Enterprises are engaged in the provision of finance for Industrial Finance Corporation of India.

  • Promotional Public Enterprise: –
  • Enterprises which are engaged in the promotion of Industries (Special of SSI Sector ).
  • The activity for National Small Industrial Corporation’s are related to Promotion of SSI Unit.
  • Public Utilities :- some Public Enterprises like :-
  • Doordarshan, Akashawani, R.T.C,
  • State Electricity Boar etc are Providing service to General Public, their service are essential by nature.
